“The Division of Child Care (DCC) approved Provider Child Care Assistance Program (CCAP) Billing Basics training must be completed before receiving CCAP payments and yearly thereafter during the fiscal training year, July 1-June 30. Training is updated yearly to focus on important CCAP information and must be taken if there is a change in the director or staff submitting CCAP billing. Each staff person is required to set up their own KYID account and have KICCS (Kentucky Integrated Child Care System) portal access. Log-in information should not be shared.
This training document introduces the Child Care Assistance Program (CCAP) billing and reimbursement process for new and existing child care providers. CCAP provides payment assistance on a sliding scale based on income for eligible families, helping them gain and remain employed.

- If parents have questions about CCAP Enrollment, they will need to contact DCBS Family Support at (855) 306-8959 to discuss the specifics of their case.
- Providers may contact DCC with questions concerning payments or certificates at CCAPProviderPayments@ky.gov or (844) 209-2657.
When contacting DCC with questions about specific enrollments, email the Provider Payments inbox include your license number, case number for the enrollment in question (or name and date of birth (DOB) of child) , and a brief description of the issue. “Send a new email for new inquiries, using old email chains can create issues when tracking down shared information. When sending an email, fill in the subject line prior to sending, the subject can be your CLR#, the case #, or a few words regarding the issue such as “Missing Notices”. Send all inquiries to the CCAP inbox-not specific DCC staff. DCC staff do assist with specific counties and most likely your email will be handled by the same staff person but for tracking purposes, utilize the CCAP inbox.
CCAP is Administered by
Division of Family Support (DFS)
- Assists families with the CCAP application process to determine eligibility and maintains the family’s CCAP case and paperwork.
- Handles the CCAP eligibility and certificate process.
- Utilizes the Integrated Electronic Eligibility System (IEES).
Division of Child Care (DCC)
- Supports all child care providers including case and billing inquiries and provide paperwork for CCAP.
- DCC manages the CCAP payment process.
- The Division of Regulated Child Care (DRCC), also know as licensing, manages all licensing and inspections through Kentucky Integrated Child Care System (KICCS).
- Both DCC and DRCC utilize KICCS.
