Vendor Manual

Course Introduction

The Kentucky Office of Vocational Rehabilitation (OVR) Vendor Manual (which includes the Community Rehabilitation Program (CRP) Manual) establishes the expectations, requirements, and standards that guide the delivery of vocational rehabilitation services. As an Employment Specialist, reviewing this manual annually can help ensure consistent, high-quality services.

This course is designed to accompany your review of the current OVR Vendor & CRP Manual. Rather than asking you to memorize policies, this course encourages you to become familiar with where information is located and how to apply it in your daily work. Throughout the course, you will review key topics, reflect on how the policies affect your responsibilities, and practice locating important information within the manual.

The policies outlined in the manual help ensure that services are:

  • Delivered professionally.
  • Consistent with state requirements.
  • Person-centered and focused on competitive integrated employment.
  • Properly authorized, documented, and billed.
  • Coordinated effectively with OVR counselors.

At the conclusion of this course, you should be able to locate information within the manual, explain the purpose of key policies, and apply OVR requirements to common situations encountered as an Employment Specialist or CRP staff member.

Learning Objectives

By the end of this course, you will be able to:

  • Navigate the OVR Vendor & CRP Manual to locate important policies and procedures.
  • Describe the responsibilities and expectations of CRPs and Employment Specialists.
  • Identify requirements related to authorizations, documentation, reporting, billing, and compliance.
  • Explain expectations for referrals, supported employment services, and communication with OVR counselors.
  • Apply manual requirements to real-world situations to support quality, compliant, person-centered services.

Before you begin: Download or open the current OVR Vendor & CRP Manual. You will use it throughout this course to answer questions and complete reflection activities. The goal is not to memorize every policy, but to become comfortable using the manual as a resource whenever questions arise in your work.
