Both professionally and ethically, we want to make sure we use the citations for the work of others which we may choose to share within our own training. We protect the work of others and we want others to protect the work we develop. Original work is under copyright protection the moment it is created and fixed in a tangible form so that it is visible to the reader. Under Fair Use Doctrine of the US Copyright Statute it is permissible to use limited portions of a work.

In summary, effective training leads to a change in behavior which leads to improved outcomes for young children. Effective trainers manage three things; content, process and environment. Training you develop will include evidence-based practice and combine research, emerging practice and professional wisdom taking your participants to a higher level of thinking. Last but not least, what you believe and commit to professionally as you train will influence your learners.

When a trainer is issued a Kentucky Early Care and Education Trainer’s Credential from the Division of Child Care they must provide training that is consistent with the principles of FET and follow the regulations set forth in 922 KAR 2:240. Credentialed trainers should model ethical behavior in their interactions with all early childhood professionals. In the event a concerned person knows of a trainer that is not abiding by the regulation, an anonymous complaint form can be submitted to DCC.

Some behaviors that would be considered unethical and violate the policies put in place for trainers include but are not limited to:

  • Falsifying the number of clock hours for a training,
  • Providing training to their own staff (unless the program is authorized by 42 U.S.C. 9831-9852)
  • Training after a credential has expired
  • Using non-credentialed speakers without proper approval
  • Not preserving the confidentiality of training and trainee records
  • Entering records of attendance and trainees into ECE-TRIS after the ten (10) day timeline

An Early Care and Education provider or complainant, who, in good faith, suspects dishonest or fraudulent activity, should notify DCC and can do so anonymously. The Division of Child Care will review and retain confidentiality of all reported complaint information. Investigation results will not be disclosed or discussed with complainant, and all information received remains confidential.
