Lesson 6: Title VI
Title VI of the Civil Rights Act of 1964 protects everyone, whether a U.S. citizen or not. It stipulates that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
These are examples of entities, programs, and activities that could be under Federal financial assistance:
- a department, agency, special purpose district, or another instrument of a State or of a local government; or
- a college, university, or other postsecondary institution, or a public system of higher education; or
- a local educational agency, a system of vocational education, or other school systems; or
- an entire corporation, partnership, or other private organization, or an entire sole proprietorship (especially if mainly engaged in providing education, healthcare, housing, social services, parks/recreation)

Since the DD Council receives Federal financial assistance, it is subject to the prohibitions of Title VI.
Being culturally competent, linguistically competent, and mindful of inclusion and representation helps the Council to stay within the bounds of Title VI. Doing so is also part of the Council’s values and belief system.
